I invite you to take out your Bible and turn with me to 2 Corinthians chapter 8 and find your place at verse 16.

The title of today's message is Financial Accountability in Church or in the

Church. As I began my studies on Monday of this week, as I do each week on Monday morning is when

I begin studying for the Sunday sermon, I did some research on the subject of church fraud and I came across story after story of people who have been stolen from, churches that have been stolen from, their money misused, defrauded, and it was actually very difficult reading the stories.

Like the story of the private school cook who was responsible for purchasing food for church events and for the school and he devised a scheme where he would intentionally buy more food than was needed in bulk and then when it wasn't used he would return it and keep the refund in his pocket and he did that over and over and over again.

Or the church daycare worker who managed to embezzle over $100 ,000 before being caught because she convinced the parents who were bringing their children to the daycare to write the checks to her instead of the daycare because she said the account was in her personal name.

I learned just this week and I did not know this but in the early part of the 20th century the

Southern Baptist Convention was in fear of having to close or disband because almost all of its money was stolen.

At one point in the, I think it was in the 30s, there was a man who stole hundreds of thousands of dollars from their account, left them with almost nothing and to the point where there was talks of selling the seminary,

Southern Baptist Theological Seminary, which is their flagship seminary, they were like well we may have to sell this just to keep ourselves up.

Tom Linkenberger who is the Assistant Vice President of Property Claims at Brotherhood Mutual which is an insurance company that specializes in church fraud said this.

He said often church people can't bring themselves to believe that their pastor or a church trustee or a longtime member or a school cook could possibly steal from the church.

Normally it's one of the most trusted people in the church who's pilfering from the collection plate, diverting funds from the church budget or investment accounts to feed their spending habits or pay personal debts.

Gordon Conwell Theological Seminary which has a extension campus here in town has what it's called their

Center for the Study of Global Christianity and they have researched church finances and through their research they have come to the conclusion that more money, and I'll put this on the board, more money is lost to fraud than is given to missions annually because as they began to determine how much is given, this is globally, how much is given to churches, 37 billion dollars is the approximate amount that's lost to fraud, 32 is the approximate amount that's given to missions.

Now many of you know, some of you don't, but many of you know that a few years ago our own church was among those rocked by the pain of theft and deception and later in today's sermon

I'm going to share that story. Not because it's a story I enjoy telling, but because I want to tell you how

God has redeemed us out of that terrible situation. And that's a story worth telling.

But you may wonder why I'm even talking about this subject. Why am I talking about church fraud in today's sermon?

Well the reason why is because of the passage that we are in. In 2

Corinthians chapter 8 Paul is talking about an offering that he is collecting for the church in Jerusalem.

The Jerusalem church was suffering with issues of poverty and dealing with the dual threat of persecution and famine.

And Paul determined to collect an offering from the other churches in Macedonia and Achaia and throughout

Asia Minor that he could take back to the church in Jerusalem to relieve them in their time of suffering.

Last week we studied 2 Corinthians 8, 1 -15 where we saw

Paul commending the Macedonian churches in that even though they were a poor people that they had given above and beyond their means to see the needs of the

Jerusalem church met. They had been given generously and he was calling the church in Corinth which is in Achaia which is south of Macedonia.

He was calling them to the same type of generosity. He was calling them to emulate the church in the churches in Macedonia.

Well in the midst of this section if you remember last week in verse 6 in chapter 8 verse 6 he mentions

Titus. Now you remember Titus was the one that Paul was waiting on.

Titus had been in Corinth and he was waiting on Titus to return to give him a report. And when he returned there was great joy in the heart of Paul because his missionary associate, his partner in the faith had come back to him and he was excited.

Well now he's about to send Titus back. And he's going to send Titus back with two other men with this purpose.

That they would manage the offering, that they would administer the offering that was being taken by the church in Corinth.

And as we're going to see in this text today that they would do so in a way that was honorable before God and men.

That they would have an upright standing when it comes to finances before God and before the people.

So let's read that. Let's stand together. We'll begin here in verse 16 and we're going to read all the way to chapter 9 verse 5.

But thanks be to God who put into the heart of Titus the same earnest care I have for you.

For he not only accepted our appeal but being himself very earnest he is going to you of his own accord.

With him we are sending the brother who is famous among all the churches for his preaching of the gospel. And not only that but he has been appointed by the churches to travel with us as we carry out this act of grace that is being ministered by us for the glory of the

Lord himself and to show our goodwill. We take this course so that no one should blame us about this generous gift that is being administered by us.

For we aim at what is honorable not only in the sight, excuse me, not only in the

Lord's sight but also in the sight of man. And with them we are sending our brother whom we have often tested and found earnest in many matters but who is now more earnest than ever because of his great confidence in you.

As for Titus he is my partner and my fellow worker for your benefit. And as for our brothers they are messengers of the churches the glory of Christ.

So give proof before the churches of your love and of our boasting about you to these men.

Chapter 9. Now it is superfluous for me to write to you about the ministry for the saints for I know your readiness of which

I have boasted about you to the people of Macedonia saying that Achaia has been ready since last year and your zeal has stirred up most of them.

But I am sending the brothers so that our boasting about you may not prove empty in this matter so that you may be ready as I said you would be.

Otherwise if some Macedonians come with me and find that you are not ready we would be humiliated to say nothing of you for being so confident.

So I thought it necessary to urge the brothers to go on ahead to you and arrange in advance for the gift you have promised so that it may be ready as a willing gift not as an exaction.

Father in heaven hallowed be thy name. Lord you are holy and to consider to mistreat your church especially to rob your people is something that is so powerfully vile and yet is occurring throughout the world daily as people are pilfering your church.

And this not even to say of those who have made the mistreatment of God's people their ministry as they defraud the people of God by making false promises and false statements about your truth.

Corinthians 8 1 to 15 is Paul's commendation to the people to make an offering he's reminding them about the need for the offering he's telling them what the offering is for and he's telling them that the

Macedonians have been generous in their offering. But then when we get to verse 16

Paul shifts his attention from the the call to make an offering to how that offering is to be administered.

And it's funny I got to thinking about it this week and Mike prayed for the deacons and I didn't ask him to do that but it's funny how knitted our hearts are in many ways oftentimes me him and Andy just have a certain way that we're able to sort of think the same about things because the do you know what the word administered what's the root of that what's the root word administer what's the root word minister.

Where do we get the word minister from in the Bible what what one office is the office of ministry it's the deacon the deacon is the minister we often call the pastor the minister of the church but ministry is often done at the hands of the deacons and it's just funny how that worked out as Mike asked to call to pray for the deacons in the ministry that is done by the deacons and really what we're seeing here is really a even though it's not an office of deacon that's being expressed here it's a duty and that's the duty to administer something in the church to manage to steward something within the church and who do you give it to you give it to trusted men you give it to men who have been tested you give it to men who have been chosen by the church for this task and men that can be counted on men that are going to be able to be relied upon men that you know you can stand beside that's what a deacon is supposed to be that's why while the elders lead and govern the church the deacons show by example what service is supposed to be and I think the main passage in this if we were to look at verses 8 16 to 9 5 which

Bible that when you call a man to be the elder or pastor of the church that he's to be above reproach some translations say blameless doesn't mean sinless because it couldn't if it meant sinless then

I'm out Mike's out Andy's out you're out but to be blameless is to be a man of integrity literally it means to be a man who does not have outstanding things upon which you can hang accusations against his character

I say it's the difference between being a coat rack and a flagpole it's hard to hang something on a flagpole because there's nothing sticking out there's nothing to hang anything to but a coat racks got all these things sticking out that are intended to hang things on and now you see a man with a bunch of things sticking out you say that man is not the man you want in charge so to be blameless is not to be perfect but it is to be a man of integrity and Paul wants this offering to be that same way he wants that offering to be blameless in motive and method in motive he wants them to understand why they're taking the offering and in method he wants them to understand how they're going to take the offering he wants them to know why they're taking it because there's a church in need not because Paul wants to fill his pockets not because Paul wants to get rich in fact we read in the

Corinthian correspondence that Paul actually said to the Corinthians he didn't want to take money from them because he didn't want to be accused of someone who only did it for the money but he was taking the money the method the motive for taking the money was to help other churches and the method that were that was going to be used was going to be

I'm going to send you not one not two but I'm going to send you three men so that it would be honorable before God and before men you know sometimes people say well it doesn't matter what people think of me

God knows it's not always true because if your outward appearance before men is such that nobody can trust you you have no integrity you don't do what you say you're gonna do you can't be counted on to follow through then guess what

I don't matter what men think well in one sense it kind of does you understand the integrity that comes with this is absolutely essential because of two reasons you want to be in you want to have integrity and transparency you want to have integrity and transparency and so that's what

Paul is talking about here everything is to be above board nothing is to be hidden everything is to be open to the charge everything is to be open so that there can be no charges of mishandling or manipulation the ultimate goal in administering the church and primarily administrating the finances of the church is integrity and transparency and so Paul is going to accomplish this by appointing three stewards that's the best title

I could come for them the word steward means manager in fact used to back when we had committees we don't really have committees anymore but back when we had committees what do we call the committee that was in charge of the finances they may remember stewardship committee the stewardship committee because their job was to manage the finances of the church they were to be stewards or managers of the finances of the church if you ever hear that word that big 50 cent church word stewardship well typically it has to do with money

Paul assigns three stewards to this task and what we see in this outline is we see the stewards chosen we see the stewards commended and then we see the stewards commissioned now you'll notice the two verses that I did not include in the in the outline there's 20 and 21 because I just gave them to you 20 and 21 or the heart of this where Paul says this is why we're doing this we're doing this so you understand it's blameless and honorable before God and before men but in the midst of that he gives us the choosing the commendation and the commissioning of these stewards so we're going to begin in verse 16 and read how they're chosen so let's go back to verse 16

Titus had just returned from Corinth well now he's going to be sent back and the reason he's going to be sent back is he's going to be sent back to lead this group of three men who are going to manage this offering that's being given to the church and Paul says something about him

Timothy chapter 3 says if a man aspires to the office of overseer he desires a noble task he must then be above reproach the first requirement to be a pastor or an elder is you gotta want it a compelled pastor is not going to do what

God has called him to do because God ain't gonna do it because you didn't put in his heart to do it and the same goes for other areas of service in the church we can guilt you into doing things but it doesn't do any good for you and it really doesn't do any good for us either people can be manipulated into participating but that's not the way it's supposed to be is it service to God must flow out of a willing heart and what we're going to learn next week and I'm I tell you

I'm just saying that's one good candidate there are other men who are good candidates Apollos was known for being a powerful preacher again that says he was well known for preaching the gospel so you go down the list as to who meets the qualifications who's in this area at this point in time who's serving with Paul it doesn't really matter what does matter is the next verse just look with me because it says with him we were sitting the brother who's famous among all the churches for his preaching of the gospel which means he's he's beloved for his integrity to the word but verse 19 and not only that but he's been appointed by the churches to travel with us as we carry out this act of grace that is being ministered by us for the glory of the

I wept along with others for a week at least as we began to uncover more and more deception of things that had been done how it was done how the money was taken how it was done without being seen the the type of subversive things that were done the person who stole the money did turn themselves in and they were eventually prosecuted for it it wasn't the kind of money that you can simply say we're not going to get any police involved it was
