He's writing to say that those who agree with God on the gospel, who agree with God on the law, who see that God's law is good, who strive to conform themselves unto it by the spirit in Christ, not out of fear, but out of love and gratitude and joy, this is true of us.

And what does he say that we need to do? What command does he absolutely hammer? He's echoing the words of Jesus from John 13, 34.
